The Palm Beach County Housing Authority (PBCHA) will open sperate waiting lists for the Housing Choice Voucher, Project-Based Voucher (PBV) and Public Housing (PH) programs at the following properties:
- New South Bay Villas (PBV) – 845 Palm Beach Lakes Rd, South Bay, FL 33493
- Covenant Villas Apartments (PBV) – 601 Covenant Villas, Belle Glade, FL 33430
- Quiet Waters Apartments (PBV) – 306 SW 10th Street, Belle Glade, FL 33430
(Eligibility: Age 55 or older with a disability, or 62 and older)
- Lake Worth Towers (PBV) – 1500 Lucerne Avenue, Lake Worth Beach, FL 33460
(Eligibility: All household members must be 62 years of age or older)
- Drexel House Apartments (PH) – 1745 Drexel Road, West Palm Beach, FL 33417
(Eligibility: All household members must be 62 years of age or older; 1-bedroom units only)
This notice serves as the opening for the waiting lists at the properties listed above only.
The pre-application period will open on Thursday, July 24, 2025, at 9:00 a.m. (Eastern Standard Time) and will remain open indefinitely in compliance with the Palm Beach County Housing Authority’s (PBCHA) Administrative Plan, Admissions and Continued Occupancy (ACOP), and HUD regulations. The pre-application provides an opportunity for Applicants to be selected from the New South Bay Villas, Lake Worth Towers, Covenant Villas, Quiet Waters, and Drexel House Apartments waitlist. However, a pre-application does not guarantee that the applicant will be selected.

- Pre-applications will be accepted 24 hours a day. A separate application is required for each individual waiting list.
- Applications may be submitted using smartphones, tablets, or any device with internet access. Interested persons without access to the Internet who want to be a applicants may use public computers at libraries or community sites, or the self-serve kiosk located at 3333 Forst Hill Blvd West Palm Beach, FL 33406.
- Paper applications will not be distributed or accepted.
- You must have a valid email address to complete the pre-application and to receive the Housing Authority notifications. A confirmation email will be sent upon successful submission of your preliminary application. (Free email accounts are available on Yahoo; Gmail; or Hotmail.)
- Applicants must be 18 years of age or older.
- Only one pre-application per adult is permitted.
All Applications containing duplicate social security numbers (SSNs) will be denied.
- For Drexel House Apartments, Quiet Waters and Lake Worth Towers:
All household members must be 62 years of age or older.
(For Quiet Waters: applicants aged 55+ with a disability are also eligible.)
All household members must be 62 years of age or older. All pre-applicants not 62 years of age or older will be denied.
- Pre-applications not meeting these age/disability criteria will be denied automatically.
- There is no cost to submit a pre-application, and no agent of PBCHA will ask a Applicants for any payment.

- PBCHA will verify that the accommodation is necessary based on the disability.
- If not verified, you will be required to submit the application online.

- PBV (Project-Based Voucher) Properties:
Applicants will be selected through a computerized random lottery, per PBCHA’s Administrative Plan.
- PH (Public Housing) Property – Drexel House:
Applicants will be selected by date and time of application, in accordance with PBCHA’s Admission and Continued Occupancy Policy (ACOP).
- The first lottery for the PBV waiting lists will be conducted on August 4, 2025.
Subsequent lotteries will be held as needed and will not be announced.
- After the lottery, PBCHA will notify selected applicants via email with next steps.
- Selection from this waitlist does not guarantee admission into the PBV or PH programs.
- Applicants who are not selected or determined eligible for the properties listed under this notice shall not have any further right to or entitlement to be listed on any other waitlist.
- Applicants who wish to be considered for other or future Palm Beach County Housing Authority (PBCHA) waiting list must apply in accordance with the terms outlined in such openings of those waitlists.
- PBV Residency Requirement:
Selected applicants for New South Bay Villas, Quiet Waters, Covenant Villas, and Lake Worth Towers must reside at the property for one year before becoming eligible to request tenant-based rental assistance.
